Before responding to an emergency, an employee must be trained to the level of duties and functions required of them. Any employee who may witness or discover a hazardous substance release should receive First Responder— Awareness Level training.

Employees expected to respond in a defensive manner to protect nearby persons, property and/or the environment must receive 8 hours of training. Training at the First Responder—Operations Level includes acting in a defensive fashion within the limitations of training and resources.

Advanced training is required to respond to a release aggressively. This includes stopping the leak and cleanup operations.
